This is handy. 

Tyler Burge's Mental Externalism is Malarky! 

I think he meant to refer to "concept" instead of "thought".  Concepts can be archetypal, or part of a collective conscious.  Thoughts are of the individual! 

Of COURSE Mental Externalism is bunk.  There is no way that an external entity could have more epistemic information about a product of my mind than I do.  The only access they have to any information whatsoever is by my communicating it in some way, and even then, I may not communicate all of it, even if I intend to!

Semantic externalism, on the other hand, is a natural given conclusion. 

A word means what it means.  Period.  Even if you use the wrod incorrectly, we say that you use the word incorrectly.  We do not base the word's definition on the speaker's intention, but on a semantic definition that exists universally.  It's quite simple to imagine that a person can know more about the semantic definition of a word used by someone else.  

Putnam, you make sense, but you don't take it far enough.

Burge, stop trying so hard.
